Tsuda appeared in Terror of Mechagodzilla as the second in command of Mugaru's alien invasion forces. As cold and ruthless as his superior, he, in his human guise, owned and operated a corporation which served as a front for the black hole aliens' activities, and he also funded the research of Dr. Shinji Mafune and was responsible for turning his daughter Katsura into a cyborg. During the assault on Mafune's mansion by Interpol, Tsuda was strangled to death by marine biologist Akira Ichinose, whereupon in death he reverted to his true, alien form.
